Neither governments nor the people should be afraid of each other. They should enjoy mutual respect.
You want the police to be afraid of the people who live in the neighborhoods they patrol?

OK, regular cops fighting thieves and rapists and murderers should not be afraid of people.
Enforcers of political and religious ideology should be scared shitless.

If a cop pulls someone over or stops someone on a sidewalk and then notices bystanders or other people driving by, I can’t say that I would mind the cop having the same ever-so-slightly nervous moment of making sure ey’s doing everything properly that drivers often have when they see a police car.
